Qiskit IBM Runtime could allow a local authenticated attacker to execute arbitrary code on the system, caused by a flaw in qiskit_ibm_runtime.RuntimeDecoder. By sending a specially crafted request, an attacker could exploit this vulnerability to execute arbitrary code on the system.
